Each actor attests to what it released, received or verified, creating a multi-party evidentiary record.
The Port of Lobito is an Angolan public enterprise. LAR operates the Angolan railway section and dedicated minerals terminal under a 30-year concession; its consortium comprises Trafigura, Mota-Engil and Vecturis. The model below is designed to complement those operating realities—not replace institutional authority.
The shared corridor state machine stays consistent while each commodity activates its own document, custody, safety and regulatory policies.

LNG boundary: this is a proposed evidentiary use case, not a claim that LAR or the Port of Lobito currently operates an LNG rail service. Any pilot would require confirmed terminal compatibility, approved rolling stock or tank containers, emergency procedures, insurance, licensing and regulator participation.
Each new state is asserted only when the required evidence policy is satisfied.
Create the shipment, bind the commodity lot, scan the paper pack and identify the issuing organizations.

Equip selected mine, border and rail checkpoints with a portable connectivity kit to synchronize Verifier+ events where fixed connectivity is unavailable.
Cryptographically queue authorized scans and attestations on the device when the network drops, then synchronize with Abaxx Attest when a trusted connection returns.
Use existing cellular or site Wi-Fi first, satellite as a managed fallback, and offline capture as the final continuity layer.
That creates a queryable record of what was asserted, by whom, under what authority, against which physical asset and with what supporting evidence.
Choose copper, cobalt, diamonds or a qualified LNG flow for the first deployment. Keep the scope intentionally narrow and do not require governments or corridor operators to replace existing systems.
